Statutory Taxi and Private Hire Vehicle Standards
In response to the Department for Transport's Statutory Standards aimed at enhancing passenger safety, we, Transport for London (TfL), announced changes to taxi and private hire licensing requirements last November in TPH Notice 07/23. These changes will come into effect from 1 July.
We will be reaching out to licensed taxi drivers, PHV drivers, and operators to provide detailed information about the new requirements, the next steps, and our proposed approach to implementation and compliance. Additional updates and guidance documents will be issued over the coming weeks to help you meet these new requirements. For further information, refer to TPH Notice 07/23.
Compliance Update
To assist us in deploying operations officers and investigating allegations of non-compliance and illegal activity, we rely on information and intelligence from taxi and private hire drivers. We are grateful for all information received.
Important Updates for Specific Locations
London Bridge Bus Station
- Taxi and PHV drivers must adhere to the 10mph speed limit at all times.
- Taxis must not be left unattended on the taxi rank in the station or on the feeder rank on Guildable Manor Street at any time.
North Greenwich Station
- Taxis must not be left unattended on the taxi rank or anywhere else within the bus station at any time.
- Taxis are not permitted to enter the bus-only section of the station unless directed by a member of station staff.
DBS Update Service
It is now a mandatory licensing requirement that anyone applying for a taxi or PHV driver license (both new and renewal) must provide evidence of registration with the DBS Update Service.
There are two opportunities to register:
- Within 28 days of applying for your enhanced DBS check.
- Within 30 days from the date your DBS certificate was issued.
If you miss these registration windows, you will need to apply and pay for a new enhanced DBS check. For more details, see our video explaining these changes, our guidance documents, and TPH Notice 07/23.

- Note: Large crowds and increased traffic levels are expected around the stadium throughout the day.
The UEFA Champions Festival will take place from Thursday 30 May until Sunday 2 June in Trafalgar Square, Somerset House, Potters Field Park, Regent Street, and the South Bank. Some roads in central London will be closed from Wednesday 29 May until Sunday 2 June. Plan ahead and check before you travel.
The Oval
- Date: Thursday 30 May
- Event: England vs Pakistan cricket match starting at 14:30
- Note: Large crowds and increased traffic levels are expected before and after the match.
High Lights Festival
- Dates: Friday 31 May, Saturday 1 June, Sunday 2 June
- Location: Barking Park
- Note: Marshalled taxi rank and area for pre-booked PHVs. Main egress times: 21:00-23:30 on Friday and Saturday, 21:00-22:30 on Sunday. Only taxi drivers licensed in Sectors 1, 2, and 3 can use the event rank.
Brockwell Park
- Dates: Saturday 1 June, Sunday 2 June
- Event: Mighty Hoopla festival
- Note: Large crowds and increased traffic levels are expected during the event.
Road Updates
Millennium Way
- Closure Dates: Until 20:00 on Friday 31 May (southbound) and until 20:00 on Friday 5 July (northbound)
- Reason: Removal of bridge structures.
Farringdon Street
- Closure Dates: Until September 2024
- Reason: Major gas main replacement works by Cadent Gas.
- Note: Northbound closure between Ludgate Circus and Charterhouse Street. Traffic will be diverted via Fleet Street, Fetter Lane, New Fetter Lane, Holborn Circus, and Charterhouse Street.
HS2 A40 Works
- Dates: From 22:00 on Monday 27 May until late October
- Impact: A40 Western Avenue will be reduced to two lanes in each direction between Hanger Lane and Alperton Lane. Additional overnight lane restrictions and some directional closures will also be needed. Plan ahead, use alternative routes, and check before you travel.
Blackwall Tunnel
- Closure Dates: From 00:01 on Saturday 1 June until 05:00 on Monday 3 June
- Reason: Silvertown Tunnel construction.
- Note: The tunnel will remain open to northbound traffic. Expect significant delays in east and central London.
Rank Suspensions
The following ranks will be out of service:
- 5590 Devonshire Place: Until 18:00 on Thursday 30 May. Whole rank suspended for temporary pedestrian footway during footway repairs.
- 6194 Greenwich Church Street (Cutty Sark): Until 23:00 on Thursday 30 May. Whole rank suspended for cruise ship traffic management. Temporary rank available outside M&S.
- 5868 Berkeley Square (40 Berkeley Square): Until 17:00 on Tuesday 4 June. Rear 10 meters only suspended for utility works.
- 4977 Portman Square (Churchill Hyatt Regency London Hotel): 18:00-20:00 on Friday 31 May, and 15:00-18:00 on Saturday 1 June. Whole rank suspended for UEFA Champions League final transport operations.
- 5151 Park Street (Grosvenor House Hotel): 17:30-20:00 on Friday 31 May, and 15:00-19:00 on Saturday 1 June. Whole rank suspended for UEFA Champions League final transport operations.
- 6102 Ballards Lane (Tally Ho PH): 09:30-16:00 on Saturday 1 June. Whole rank suspended for North Finchley cultural event.
- 4479 Westbourne Street (Royal Lancaster Hotel): 15:00-17:00 on Saturday 1 June. Whole rank suspended for UEFA Champions League final transport operations.
- 5814 Upper Ground: 09:00-16:00 on Saturday 1 June. Whole rank suspended for UEFA Champions League final transport operations.
- 6056 Victoria Station (2nd portion, Wilton Road): 07:00 on Monday 3 June until 15:45 on Friday 21 June. 20 meters only suspended for scaffolding installation and works at the Apollo Theatre.
- 6158 Kew Green (Elizabeth Gate): 08:00 on Monday 3 June until 17:00 on Thursday 6 June. Rear 10 meters suspended for traffic management of utility works.
- 5580 Wardour Street (Simmons): 19:00 on Tuesday 4 June until 05:00 the following morning. Whole rank suspended for traffic management of utility works.
- 4699 Wellington Place: 07:00-18:00 on Wednesday 5 June. Five meters only suspended for carriageway repair works.
- 4693 Station Road (Harold Wood station): 22:00-06:00 each night between Wednesday 5 June and Sunday 9 June. Whole rank suspended for traffic management of utility works.
